EXPLANATION
Elevenses is a short break when you have a cup of tea or coffee, and sometimes biscuits, at around eleven o'clock in the morning. The joke is that the policeman is thinking about his next snack, which is why he says "a quarter to elevenses" rather than "a quarter to eleven".
