In the cartoon the Greek officials are unable to light the torch because they can't afford to buy any matches. This, of course, is a reference to the Greek sovereign debt crisis, which has left the country virtually broke.
In fact, the torch was lit using the sun's rays.
If you can't afford something, you don't have enough money to pay for it.
