The cartoon shows the New York chief of police addressing his men, who all look mean and tough. He tells them that the Brits want him 'to kick ass over in the UK', but not to worry as it's a 'reciprocal arrangement'. By that he means that someone from the UK will be coming to work in NY. The joke is that the British policeman giving a friendly wave to the New York cops is a weedy-looking 'bobby' rather than a hard-nosed crime-fighter.
