President Obama has been completely outmanouevered by Putin over the Syrian crisis. The Russian president's plan to put Syrian chemical weapons under international control has forced Obama to put his own plans for a military strike on hold. By showing Putin instead of Obama at the American presidential podium, the cartoonist is making the point that it's the Russian president who is controlling the Syrian agenda.
"My fellow Americans" is the traditional opening for American presidential speeches. Fellow is used to describe somebody who is the same as you in some way, or in the same situation. • I really enjoy travelling by train, because it gives me such an opportunity to observe my fellow human beings.
