The cartoon shows a man in his bathroom. He has just finished having a shower (or a bath), and is standing in the bathtub with a towel around his waist. He tells his wife (we assume), "You know, hon, with all these NSA spying stories, it's nice to know there's at least one place I can still go for some privacy ..."
To understand the joke you have to notice the giant eyeball in the plughole. The man is obviously wrong about not being spied on.
