A man is sitting in an armchair watching the cricket on the TV. We can't see his face, but we can see his tears so we know he must be crying (with despair, unhappiness, etc.). The room is knee-deep in water, which is pouring out of the window.
Contrary to what one might expect, the flooding is not caused by the weather (in which case the water would be pouring in through the window), but by the man's tears. In fact, when someone cries a lot, we say they are in floods of tears, so the cartoonist is playing on the the word 'flood'.
