The cartoon by Adams from the Daily Telegraph links the floods to news that UK house prices rose by 8.4% in 2013. A couple are shown sitting on the roof of their house, which is for sale, as the flood waters rise around them. The man, who is reading a newspaper, comments, "The good news is the price has gone up too ..."
Rise means the same as go up. • Prices have risen/gone up. • With this meaning*, both are intransitive, so you cannot 'rise or go up something'. In this case, you would have to use a verb such as raise or increase. • We need to raise/increase our prices.
* You can, of course, go up the stairs etc., but the meaning is different.
