This cartoon by Peter Brookes from The Times is one you may have to think about a bit before understanding. The cartoon shows the United Nations Headquarters in New York. However, something is not quite right. All the flags outside the building are white - apart from the Russian one.
A white flag is an internationally recognized sign of truce or ceasefire, but can also be used to symbolize surrender. In this case, the cartoonist seems to be highlighting the UN's impotence in the face of Russia's military intervention in Ukraine. After meeting to discuss the crisis on Saturday, the UN Security Council took no action, despite pleas from Ukraine's ambassador to "do everything possible" to stop Russian "aggression".
If someone raises the white flag, they surrender. • This is a budget where the president basically raised the white flag and has surrendered his administration for the next three years.
