The cartoon by Paul Thomas from the Daily Express shows two jobless men heading to the Job Centre (to sign the unemployment register, one assumes). One tells the other, "I'm trying to delay getting a job until after the World Cup."
Obviously, the man wants to be free to watch the World Cup matches on TV, some of which will kick off at 3 or 4pm English time. However, as England will no doubt be eliminated early on, he will probably be disappointed!
The jobless are people without jobs who are available for work. You could also refer to them as the unemployed. Jobseekers are people who are unemployed, but actively looking for (or seeking) work.
