To understand this cartoon, you have to be aware of the widespread speculation in the media (see cartoons below) that Prince Charles is impatient to become King of England, and would like his mother, Queen Elizabeth, to adbicate (though, of course, he would never actually say so). This explains his comment that becoming King of Spain is 'better than nothing'.
