The cartoon by Adams from the Daily Telegraph shows David Cameron, Angela Merkel and Barack Obama as boxers preparing to enter the ring with Russian President Vladimir Putin, who has provoked an international crisis by invading eastern Ukraine. The NATO leaders are flexing their tiny muscles (literally in the cartoon, and figuratively in real life), but Putin is portrayed as a muscle-bound hulk. In fact, Obama is looking at him rather nervously. A poster on the wall reads 'NATO ROOLS'.
'NATO ROOLS' is a misspelling of 'NATO RULES', which in graffiti language means 'NATO is the best'. The slogan is used ironically by the cartoonist, who clearly thinks that Putin will make mincemeat of his puny NATO opponents.
NATO is an acronym for North Atlantic Treaty Organization.
