BACKGROUND
"The Boat Race", as it is commonly known, is an annual rowing race in England between the Oxford University Boat Club and the Cambridge University Boat Club on the River Thames in London. It generally takes place on the last Saturday of March or the first Saturday of April.
THE JOKE
The joke is that there is no water in the Thames due to the lack of rain, so they crews are having to run with their boats instead of rowing.
